Yup! Hopefully you saved some lower level sarongs that you can enchant so your non-int people have something half useful to wear in that slot. And as far as I know, the item will only stay equipped if your character meets the requirement. The sarong would be unequipped unless the sarong gives enough int so that you still meet the requirement.
